A live drill that engages maintenance mode, runs 30 seconds of probe sampling to confirm
the kill switch actually blocks traffic (and that health + admin passthroughs hold),
then restores normal operation. Requires admin JWT + the 6-word NATO authentication code
stored in .env.
⚠ This is a real drill. While it's running, the application will return HTTP 503 to ALL user traffic for ~30 seconds. Production is unaffected unless you're connected to a console pointed at production.
